Objectives
ERTICO and the State Science and Technology Commission of China (SSTCC) jointly organised the first EU-China ITS conference in June 1997 in Beijing. As follow-up actions to this Conference, ERTICO and Ministry of Science and Technology of China (MOST) jointly carried out the EU-China ITS co-operation strategy study in 1998 to develop the strategy for EU-China ITS co-operation, and organised the EU-China Information and Communication Co-operation Conference June/July 1998 in Brussels. ERTICO carried out the following two feasibility studies October 1999 - July 2000:
- FASTRING Feasibility Study for ITS applications on Beijing ring roads
- MTC Feasibility Study for creation of a joint EU-China multi-pole training centre
PEACE is a follow-up to the above-mentioned EU-China ITS projects. Its objectives are to:
- Disseminate advanced European ITS technologies to the potential users, partners and the general public in China
- Raise the profile of European industry in China
- Encourage a wide application of European ITS technologies in China for mutual interest
- Encourage industry co-operation between EU and China in ITS applications, e.g. co-operation projects, joint ventures, etc.
The main priorities for cooperation projects include:
- Traffic management on the 2nd and 3rd ring roads in Beijing
- EU-China ITS Training centre
- Integration of legislation for transport modes and systems
- Standardisation forum
- Emergency network, bus priority and traffic management for public transport in Beijing
- Electronic Toll Collection
- Freight and fleet management
- Cooperation with all Chinese ITS demonstration cities
The PEACE Steering Committee PEACE will disseminate the results of the selected projects involved in this Key Action to Chinese ITS community, particularly in the following areas:
- Intelligent transport infrastructures for road, railway, waterway and air transport
- Intelligent vehicle systems
- Electronic fee collection for different service areas
- Intelligent systems for improved tourism and travel services

Approach
PEACE has organised the following three events:
- PEACE information meeting: 10 January 2002 in Brussels
More than 40 participants representing European industry and public authorities heard presentations from Chinese ITS representatives, followed by a discussion of Chinese ITS priorities. After the meeting, the Chinese delegation visited various European cities to experience state-of-the-art systems for traffic management, digital mapping, fleet and emergency service management, and public transport management.
- EU-China ITS Workshop: 18 -19 April 2002 in Beijing
The two-day workshop was visited by more than 150 ITS experts. It featured a presentation of the Chinese and European development projects as well as working groups for more in-depth discussions based on the presentations from each European company and their Chinese partners.
- ITS session at the 2nd International Exhibition and Seminar on ITS: 11 September 2002 in Beijing
The event will concentrate on presentations from European ITS companies who have a particular interest in projects within the sphere of the PEACE project. This conference will be used to exchange experience and to create new business opportunities for the Chinese and European participants. The session will be a part of the 2nd International Exhibition and Seminar on ITS. ERTICO will host a stand at the exhibition where the European industry is invited to participate to demonstrate new systems and technologies.
In addition, a series of ITS business meetings have been organised parallel to the PEACE events, in order to use this cooperation to create new projects and business opportunities for the European participants.
Consortium
The main Chinese partner and co-organiser is the Ministry of Science and Technology (MOST). Its primary role is to promote the activities in China - in particular towards relevant ministries, local governments, industry epresentatives, universities, research institutes, etc. Cooperation has been created with CECO in relation to the organisation of events and with Ideal Technologies for concrete ITS demonstration projects.
