A Successful Story of DYNASTY – Bringing TMC into China

China adopts RDS-TMC as national standard.

 

After much hard work DYNASTY ambitions are realised. Introducing TMC to China and having it taken up as the national standard has been a success.  It is the new era of the TMC dynasty.

 

The DYNASTY project, funded through the support of the EU-Asia IT&C Programme and coordinated by ERTICO – ITS Europe, ran from November 2004 until January 2006 and was a European-Chinese ITS cooperation project created with the help of key Chinese authorities and a number of major European industry players. The aims of the project included strengthening the European technological presence in China through the raised awareness of European-developed ITS technologies as demonstrated and validated by the project participants.

 

It was the first project of its kind to showcase European dynamic traffic information services, TMC technologies and vehicle on-board navigation technologies in China.

 

Besides ERTICO, DYNASTY counted as its core partners German Aerospace Centre (DLR), the Beijing Municipal Committee of Communication (BMCC), the Beijing Radio Administration Bureau (BRAB), the Beijing Traffic Management Bureau (BTMB) and the Beijing Transportation Research Center (BTRC).

 

Output from the project included:

 

• Compilation of digital map and TMC location code list for use in mobility services and navigation systems
• Adaptation and implementation of a dynamic mobility service platform
• Demonstration of the service platform at the Beijing test site
• An open seminar for European and Chinese authorities and industries to evaluate the technical requirements and solutions
• A demonstration event to showcase dynamic traffic information transmission and on-board navigation

 

China adopts RDS-TMC as national standard
Although the project has officially concluded, success in bringing TMC into China continues! For starters, RDS-TMC has now become the Chinese National Standard. At the end of 2006, the Chinese National ITS Standardisation Committee announced that China now has its own national standards for real time traffic information broadcasting. The new standards are equivalent to:
 
• Traffic and Traveler Information (TTI)—TTI messages via traffic message coding
• ISO 14819-1:2003 Part 1: Coding protocol for Radio Data System—Traffic Message Channel (RDS-TMC) using ALERT-C
• ISO 14819-2:2003 Part 2: Event and information codes for Radio Data System—Traffic Message Channel (RDS-TMC)
• ISO/TS 14819-3:2000 Part 3: Location referencing for ALERT-C

 

These standards were submitted by one of the DYNASTY Chinese partners - BTRC (Beijing Transportation Research Centre), supported by ERTICO and the TMC Forum. Accepted by the Chinese National Standardisation Committee on November 2006, they have been implemented nationwide since 1 April 2007.

 

Chinese stakeholders show further enthusiasm
In December 2006, another DYNASTY Chinese partner - BMTIC (Beijing Municipal Transportation Information Centre) – again demonstrated TMC, this time using taxi FCD (floating car data) at the first Beijing Transport Information-Service Forum. A large number of Chinese stakeholders from various cities and areas participated in the conference and showed enthusiasm in further developing TMC in China. Several Chinese companies also came to Brussels to visit ERTICO in 2006 and become members of the TMC Forum.

 

ERTICO’s support after DYNASTY

ERTICO continues to support TMC in China through the EC-funded SIMBA and MODIBEC projects. SIMBA introduces TMC to emerging markets including China, Brazil, India and South Africa, with plans for future TMC demonstrations in these countries. MODIBEC, which was launched in January 2007, has received strong support from the Shanghai governmental departments and enterprises (such as Shanghai Municipal Transportation Information Centre, Oriental Pearl Group and Shanghai Comprehensive City Transport Plan Institute) and plans to demonstrate DAB/DVB-TMC in Shanghai in December 2007.
