“A guide for Pre-Commercial Procurement actors in ITS”
Pre-Commercial Procurement (PCP) is a promising yet underutilised mechanism supporting innovation in Intelligent Transport Systems and Services, helping public authorities to act as innovation demanding first buyers. Despite its benefits, public procurers are still hesitant to use PCP because of the risks they see in the method. The P3ITS project, co-funded by the European Commission under the 7th Framework Programme, therefore designed a handbook with the aim of helping the PCP actors understand the process and its most critical steps. This paper aims at presenting what PCP is and the benefits it can bring for the deployment of ITS, and introduce the P3ITS handbook and its structure, as a guide providing recommendations for a wider use of PCP.

“Opening governmental traffic management infrastructure for the mutual benefits of authorities and logistics – River Information Services in Europe”
With the publication of Directive 2005/44/EC on harmonised river information services (RIS) on inland waterways in the Community the EU established the foundation for the implementation of RIS in Europe. Since then, major progress in the major progress in the implementation of RIS has been made not only by European countries, but also the USA, Russia and China. In numerous European projects and initiatives key RIS technologies and services were developed and enhanced and proposals for organisational and legal framework for the international inter-operation (especially data exchange) were drafted. The paper gives an insight into the concept of RIS, and lays out what key elements have been defined to enable international usage of intelligent traffic and transport management services by setting common standards for international data exchange. Special attention is put on the interaction of various European services which provide the foundation for inter-operability of national services. Finally the legal challenges of exchanging data with logistics users is addressed.

“In-Vehicle Navigation Systems and Older Drivers”
The UK has a rapidly ageing population that is very dependent on driving to meet their mobility needs. There are functional declines that occur with ageing that affect one’s ability to drive. Therefore, the importance of continued mobility and access to a private car for older adults is significant. In response to this, the purpose of the paper is to report on older drivers’ navigation methods and their self-assessment of in-vehicle navigation systems. This paper reports on six focus groups with older drivers, three groups with those use in-vehicle navigation systems and three groups with those who do not. These groups found that the use of in-vehicle navigation systems provide older drivers with a companion in the car, increased confidence on the roads and an element of pleasure in driving. When planning long distance trips older drivers will use online planning tools that provide a familiarity with their traditional method of navigation, the road atlas. Some participants who currently use no driving aids suggested potentially unsafe navigation techniques, indicating a clear need for assistance in navigation. Finally, there are some significant barriers for in-vehicle navigation systems to overcome before they fulfil their potential of helping older drivers maintain their mobility.
