The EU End-of-Life Vehicles Regulation has entered into force, establishing an updated framework for vehicle design, reuse, and recycling across Member States. Replacing Directive 2000/53/EC and Directive 2005/64/EC, the legislation accelerates automotive circularity, strengthens resource efficiency, and secures secondary raw materials to boost European industrial resilience.
The new European Union End-of-Life Vehicles (ELV) Regulation has officially entered into force, shifting the European automotive sector towards a circular model. This legislation aligns directly with ERTICO’s mission to advance sustainable, resilient, and intelligent mobility by promoting resource efficiency, boosting high-value component reuse, and supporting strategic autonomy across the European industrial value chain.
Driving Circularity Across European Automotive Value Chains
The framework establishes binding eco-design requirements to simplify vehicle dismantling, component replacement, and material recovery. Mandatory recycled plastic targets are set at 15% from 2032 and 25% from 2036, with additional quotas for steel and aluminium expected by 2033.
Prioritising critical raw materials like copper and rare earth elements, the regulation reinforces digital traceability to improve national enforcement. From mid-2031, non-EU vehicle exports are strictly limited to roadworthy cars, preventing illegal waste dumping.
Extended Producer Responsibility (EPR) financial mechanisms are also strengthened, expanding governance beyond passenger cars to include heavy-duty lorries, buses, and motorcycles.
Unlocking Strategic Opportunities for the Mobility Ecosystem
These new rules introduce operational shifts across ERTICO's multi-sector partnership. Automotive OEMs must adopt design-for-dismantling principles and integrate transparent material tracking systems to meet strict recycling targets.
ITS developers and data platform operators will lead the creation of Digital Product Passports (DPP), providing essential removal instructions and material provenance.
Meanwhile, fleet managers operating buses and lorries must adjust asset strategies as extended vehicle categories fall under EU waste treatment standards for the first time.
Cross-sector digital solutions will prove crucial to delivering the transparency required for full regulatory compliance.
Accelerating the Transition Towards Sustainable Mobility
The implementation timeline spans several key phases, starting with secondary implementing acts and standardised dismantling guidelines developed through 2030. Following the 2031 export restrictions, mandatory recycled content targets phase in through 2036.
Reaffirming this shift, Jessika Roswall, Commissioner for Environment, Water Resilience and a Competitive Circular Economy, stated: "This is about more than recycling, it is about securing critical materials and making our automotive sector truly circular."
